I have been watching the same messages go out in different countries at nearly the same time. Households are being told to stockpile food and water.

Officials talk about power outages, cyberattacks, and the need to prepare. At the same time, the Pentagon has announced a new program called FORTRESS that aims to let major U.S. military bases run for 90 days off the civilian grid.

Continuity of Government plans have existed for decades.

This is different. I am not doubting the authenticity of the facts. The facts are public.

But those facts, in and of themselves, raise other questions. I am not quite sure what to make of all this. When something spreads so quickly, all at one time on a global level, based on previous situations and patterns, it does bring to mind something larger than what is in front of us.

Scripture has always taught preparedness.
My question is the intent behind the timing.

What Is Difference Between COG and FORTRESS?

In short, COG is the long-standing set of plans to keep the constitutional government operating during a catastrophic emergency. These plans date back decades, including to the Cold War era.

They do not center on making every major military base
self-sufficient off the civilian grid

If an adversary takes down the grid by cyberattack or sabotage, our bases stay lit. Our aircraft keep flying. Our command centers never go dark.

Defense Secretary Pete Hegseth, September 30, 2026

On September 30, 2026, Defense Secretary Pete Hegseth announced FORTRESS America. FORTRESS stands for Federal Operations for Resilience, Troop Resources, Energy, Supply, and Survivability.

The plan calls for major U.S. military bases to generate their own power and sustain essential operations for at least 90 days without outside electricity, water, fuel, or supplies. That includes microgrids, large-scale batteries, and portable nuclear reactors. Bases can disconnect from the civilian grid if it fails.

Restack

The program has five pillars

energy independence,
supply-chain and defense industrial base resilience,
a strategic defense reserve,
installation hardening and cyber resilience, and
resilience in space and spectrum.

This is a stated Pentagon goal. It is not a rumor.

Pentagon officials describe it as an insurance policy. Chief spokesperson Sean Parnell said reliance on civilian municipal infrastructure is an intolerable risk. “Power is combat now,” he said. Without electricity, communications, water, logistics, and command structures fail.

COG is the long-standing set of plans

COG is the long-standing set of plans to keep the constitutional government operating during a catastrophic emergency.

It covers the line of succession, relocation of leaders to hardened sites such as Mount Weather or Raven Rock (Site R), secure communications, and the ability to perform national essential functions.

These plans date back decades, including to the Cold War era.

Continuity of Operations (COOP)

Continuity of Operations, or COOP, is the related plan for individual agencies and the military to keep performing their mission-essential functions when normal facilities are disrupted.

Both COG and COOP focus on leadership survival, command authority, and essential government functions.

They do not center on making every major military base self-sufficient off the civilian grid.

FORTRESS is new.

FORTRESS is new. It focuses on the physical resilience of major military installations inside the United States. It aims to make those bases less dependent on civilian power, water, fuel, and supply lines that support military operations.

FORTRESS hardens the bases themselves so they can keep operating even if the civilian grid and outside supplies fail.

FEMA

FEMA has kept Continuity of Operations (COOP) and Continuity of Government (COG) plans in place for years. Those plans are reviewed and adjusted on a regular cycle.

DEVOLUTION

One part of COOP planning is called devolution.

FEMA defines it as the capability to transfer statutory authority and responsibility for essential functions from an organization’s primary operating staff and facilities to other organization employees and facilities, and to sustain that operational capability for an extended period.

In a normal COOP activation, designated personnel move from the primary site to a pre-identified alternate facility and keep doing the essential work.

Devolution is the step used when primary staff and the alternate continuity staff or facilities are also unavailable or cannot relocate.

Authority and responsibility transfer to a separate, pre-designated team at a more distant location that is less likely to be affected by the same event. That team assumes the essential functions.

Devolution is the backup to the backup. Plans spell out the triggers that activate it, the receiving site and personnel, pre-positioned resources and records, training needs, and the later process for returning authority once the primary organization can resume. It can be full or partial.

The receiving team must be trained, resourced, and exercised so it can perform and sustain the functions for an extended period.

Worldwide Concern

At the same time, governments in other countries are telling ordinary people to prepare.

In the United Kingdom the Cabinet Office launched the Be Ready campaign in October 2026. Households are told to keep three days of non-perishable food, bottled water, a radio, and a first-aid kit. Officials have spoken of the need to be ready for possible conflict by 2030.

Germany advises households to stockpile food, drinking water, first-aid kits, and torches. Officials also warn about prolonged power outages.

Japan’s Disaster Management Minister asked people to prepare at least three days, and ideally a week, of food and water. In late October Prime Minister Sanae Takaichi ordered an emergency cybersecurity package after a wave of attacks.

France’s President Emmanuel Macron ordered plans to protect critical infrastructure from drones. France is also expanding its nuclear deterrent with European partners.

Finland, Sweden, and Poland are restoring and testing bomb shelters. Finland ran Europe’s largest civil-defense exercise since World War II in September 2026.

India’s Prime Minister Narendra Modi warned that future wars can target a country’s economy and that banks must be protected from cyberterrorists.

Ukraine has warned residents to prepare for a hard winter as Russia hits energy infrastructure.

The reasons given are weather, cyberattacks, and possible conflict. The steps look the same: keep supplies at home and prepare for systems to fail.

From a biblical view, Scripture teaches preparedness.

Joseph stored grain in Egypt during the years of plenty so the people could eat in the years of famine. Genesis 41. Jesus told his followers to watch. Matthew 24:42. Proverbs 21:20 says the wise store choice food and oil.

The Greek word apokálypsis means a lifting of the veil.
It does not first mean the end of the world.

The question is what is being revealed.
Is the worldwide concern/panic a natural response to real risks,
or is it part of a larger staged message?

The preparations are real. The plans are public. What is not yet clear is whether the speed and the sameness of the message are simply practical responses to known risks, or whether they are also meant to shape how people see the moment. The question is what, if anything, is being revealed.

Until next time…..
